GOVERNANCE / PERSPECTIVE

AI Policy Is Not the Same as AI Control

An organizational policy describes expected behavior. Runtime evidence shows what happened, and a runtime control can enforce supported rules when an action occurs.

Conceptual runtime action paths and decision evidence
01

Policy establishes intent

Organizations use policy to define approved tools, prohibited data handling, required review, and accountability. That creates a shared standard, but the document itself does not observe an agent session.

02

Runtime behavior creates evidence

When an agent generates a command or invokes a tool, the actual action may be compared with applicable supported policy. A trace can connect the action, evaluation, decision, and outcome.

03

Enforcement must be precise

Not every policy statement can or should become a technical block. Enforceable rules need a defined action, scope, and outcome. Ambiguous guidance still requires human judgment.

04

Runtime security contributes, it does not complete governance

Governance also includes ownership, risk assessment, vendor review, data management, training, monitoring, and oversight. Runtime visibility and supported controls provide one layer within that program.
